11 shopping centres across the GTA have plans on file to become new neighbourhoods, with 60,807+ homes proposed in the files that state a unit count. What's being built at each, whether the mall stays, and where the City's approvals stand.
Woodside Square
2,555 homes · 8 buildings · up to 33 storeys
City Council approved the Official Plan amendment and rezoning in October 2023, and the zoning by-law was enacted in March 2024 with a holding symbol. In July 2026 Council was told the City intends to approve the plan of subdivision with conditions. The hold must be lifted and site plan approval obtained before construction can start.

City Council approved the Official Plan amendment and rezoning on February 4, 2026. A plan of subdivision for the whole site, which must be approved before any building goes ahead, is under review.

City Council approved the site-specific Official Plan policy and the Phase 1 rezoning in June 2024. In July 2026 Council approved an affordable-housing agreement for the first building: 1,029 homes, 205 of them affordable. The Phase 1 site plan application is under review.

City Council approved the Official Plan amendment in July 2019, and it came into force in 2020. The rezoning file is closed and the plan of subdivision has draft plan approval. A Phase 1 site plan for 42- and 26-storey towers with a new urban-format Walmart was filed in 2022.

City Council has not decided the application. In June 2025 DavPart appealed to the Ontario Land Tribunal because the City had not decided within the legal time limit, and the case (OLT-25-000513) is still before the Tribunal.

City Council approved the site-wide Official Plan amendment in November 2024, then the Phase 1A amendment and rezoning for the first tower in April 2026 (By-laws 357-2026 and 358-2026). The tower's site plan application is under review.

The Ontario Land Tribunal approved a settlement between the owners and the City, adding a site-specific Official Plan policy in force from April 23, 2025. As of the March 2025 settlement no rezoning application had been filed, and one is needed before any building can proceed.

City Council accepted Cadillac Fairview's settlement in November 2024, and the Ontario Land Tribunal brought the modified Official Plan policies into force in January 2025. The Phase 1 rezoning is under review, and a new application to adjust the site's Official Plan policies was filed in July 2026.

Approvals come application by application. Phase 1 is built; Mississauga Council passed Official Plan Amendment 177 for Oxford's Rathburn District lands in December 2024; and a site plan application for a 47-storey, 518-unit tower on Block 5 was filed in April 2026.

Markham Council approved the Phase 1 rezoning on December 16, 2025 (By-law 2025-124). The site-wide Official Plan amendment has not been decided; the City is preparing a Markville Secondary Plan to guide the rest of the site.

Which GTA malls are being redeveloped?
We track 11 mall sites with redevelopment plans filed with the city: Woodside Square, Cloverdale Mall, Jane Finch Mall, Agincourt Mall, Malvern Town Centre, Fairview Mall, Centerpoint Mall, Sherway Gardens, Westside Mall, Square One District and Markville Mall. Each page shows what's proposed, the City's planning files and their status.
Are these malls closing?
Not all of them. At Woodside Square, Fairview Mall, Sherway Gardens, Square One District and Markville Mall, the plans keep the mall and build on the parking lots around it. Jane Finch Mall, Malvern Town Centre and Westside Mall are phased, with the mall partly retained in the early phases. At Cloverdale Mall, Agincourt Mall and Centerpoint Mall, the mall is replaced by new streets, blocks and parks.
How long does a mall redevelopment take?
Usually many years. Rezoning, a plan of subdivision and site plan approval each come before the first building can be marketed, and large sites are built in phases. Several of these files were first submitted between 2017 and 2022 and are still moving through approvals.
Can I buy a condo at a mall redevelopment?
Only once a builder launches a building on the site. Until then you can register for updates on each site's page, and Royale Realty will send floor plans and VIP pricing when the first phase is released.
