The mall is replaced in stages. Walmart moves to an interim building during Phase 1 and later into a new store on the site; the rest of the mall is demolished in Phase 2, with No Frills staying open until its new store is built.

City Council approved the Official Plan amendment in July 2019, and it came into force in 2020. The rezoning file is closed and the plan of subdivision has draft plan approval. A Phase 1 site plan for 42- and 26-storey towers with a new urban-format Walmart was filed in 2022.
