It adds two public parks, three new streets, retail, a childcare centre and community space.

Is Cloverdale Mall closing?

The mall comes down in phases: the northwest corner in Phase 1, the southern sections in Phase 3 and the rest in Phase 4. Parts of the mall, including the grocery store, stay open during construction, and the grocer moves into a new building in Phase 2.

Where approvals stand

City Council approved the Official Plan amendment and rezoning on February 4, 2026. A plan of subdivision for the whole site, which must be approved before any building goes ahead, is under review.

  2. February 7, 2024

    City Council rezoned the triangle site at 2 & 10 East Mall Crescent for a 33-storey tower and a 9-storey building with 606 homes. Source

    QuadReal and Mattamy Homes launched The Clove, the first phase of Cloverdale, on the triangle site. Source

  4. October 2025

    The Clove was cancelled after selling under 10% of its units; buyers' deposits are to be returned with interest. Source

The application proposes a variety of mixed-use and single-use buildings, including retail and open space areas and new streets and blocks. Proposed for the Property are eight towers (with heights up to 40 storeys) with associated podiums of approximately six-storeys, four mid-rise buildings, and a two storey community hub building on eight development blocks. The buildings with the tallest heights are located on the southwest corner of the Property, where Highway 427 and Dundas Street West intersect, and decrease in height to the north and east.
