The plan builds on the parking lots around Sherway Gardens: 15 towers of 17 to 45 storeys with more than 6,200 homes, over 14,000 m² of retail and office space and several new public parks, in phases. Phase 1, resubmitted in October 2025, is four towers of 14 to 41 storeys with 1,650 homes, starting with a 41-storey rental tower.

Where approvals stand

City Council accepted Cadillac Fairview's settlement in November 2024, and the Ontario Land Tribunal brought the modified Official Plan policies into force in January 2025. The Phase 1 rezoning is under review, and a new application to adjust the site's Official Plan policies was filed in July 2026.

To amend the Official Plan to permit the mixed-use redevelopment of the periphery surface parking lots around the shopping mall with eight new buildings including podiums ranging from 2 to 8 storeys in height with 15 tower elements ranging from 17 to 45 storeys in height for residential, office and retail uses. Four new public parks, public and private roads, above and below grade parking structures and a daycare are proposed. The redevelopment is proposed to comprise of three phases of new mixed-use development, in addition to the retained Mall, and a Special Study Area to protect for the future expansion of transit infrastructure.
